Jakarta-Cikampek and Jakarta-Cikampek II Elevated Toll Road Integrated Tariff will Take Effect Beginning January 17, 2021, Midnight

Jakarta (1/14) - Beginning January 17, 2021, at midnight, PT Jasa Marga (Persero) Tbk will immediately enact ​tariffs on Jakarta-Cikampek II Elevated Toll Road which is integrated with Jakarta-Cikampek Toll Road. Since it was operated on December 15, 2019, Jakarta-Cikampek II Elevated Toll Road has not charged a tariff​.

The application of this integrated tariff is in accordance with the Ministerial Decree (Kepmen) of Public Works and Housing (PUPR) No. 1524/KPTS/M/2020 dated October 22, 2020, concerning The Integration of The Toll Collection System, Determination of The Types of Motorized Vehicles ​and The Toll Tariffs on Jakarta-Cikampek and Jakarta-Cikampek II Elevated Toll Road.

Jasa Marga's Corporate Communication & Community Development Group Head Dwimawan Heru emphasized that the Jakarta-Cikampek Toll Road's tariff change was due to the tariff imposition of Jakarta-Cikampek II Elevated Toll Road.

"The Jakarta-Cikampek II Elevated Toll Road tariff implementation, which had been delayed due to the non-tariff operation of more than a year since December 15, 2019, will finally be applied, following the PUPR Ministerial Decree that has been enacted since 2020. What is being enforced is the tariff of Jakarta-Cikampek II Elevated Toll Road with the segments below.  It is not a bi-annual tariff adjustment in accordance with the Law for the lower Jakarta-Cikampek Toll Road," Heru said.

Heru added, although the PUPR Ministerial Decree had been issued several months ago, Jasa Marga had not yet made any tariff adjustments considering the ongoing Coronavirus Disease (Covid-19) pandemic. Currently, with the hope of the Covid-19 pandemic vaccine program, Jasa Marga will soon impose a tariff for Jakarta-Cikampek II Elevated Toll Road.

Furthermore, President Director of PT Jasamarga Jalanlayang Cikampek (JJC) Vera Kirana explained that the additional 2 lanes - from 4 to 6 lanes - per lane affects the smooth traffic of Jakarta-Cikampek ​​​​​​​​Toll Road. The segregation ​​between long- and short-distance trips improves the average vehicle speed on the toll road.

Currently, Vera explained, there is a declining V/C ratio on the lower Jakarta-Cikampek Toll Road.  The highest drop took place on Cikarang Timur-Karawang Barat segment of Cikampek and Jakarta lane which was originally 1.07 down to 0.63 and 1.10 to 0.63, respectively. While on Jakarta-Cikampek Toll Road of Cikampek and Jakarta lane the figure dropped from 0.80 to 0.56 and from 0.81 to 0.54, respectively.

"With the declining V/C ratio, we observed an increased average vehicle speed from 41.96 km/hour to 57.46 km/hour on Cikampek lane (a risen figure by 36.94%), while on Jakarta lane, it increased from 45 km/hour to 57 km/hour (an increase of 26.8%). Traveling from Cikampek to Jakarta, which usually takes 77 minutes, now takes only 60 minutes. Meanwhile, vice versa, traveling which usually takes 82 minutes or more, now only takes 61 minutes," he added.

Vera added that vehicles of both toll roads, the elevated and lower segments, benefit from better time-efficient trips. The toll road traffic for short-distance travelers is better distributed.  This integration has resolved the high traffic-density issue," she added.

In addition, Vera also explained efficiency in terms of the transaction, which previously needed to be performed ​twice, now only carried out once. When operated singly, the tariff for Jakarta-Cikampek II Elevated Toll Road will reach Rp 1,250 per kilometer. This means that long-distance Class 1 travelers on Jakarta-Cikampek II Elevated Toll Road must pay a tariff of IDR 47,500 plus Jakarta-Cikampek toll road tariff of IDR 15,000, making up a total tariff of IDR 62,500.​

Regarding the Minimum Standards of Service (SPM) that must be fulfilled by the Toll Road Business Agency in accordance with the Regulation of the Minister of PUPR. PT JJC as the manager of Jakarta-Cikampek II Elevated Toll Road has met all the required SPM. PT JJC will also continue to improve services, in addition to performing routine maintenance and periodic maintenance such as scrapping, filling, and overlay (SFO) besides various safety services on this toll road.

There are 4 concepts for the emergency plan, namely 8 Emergency Openings (median openings), 4 Emergency Bay (emergency lane), 8 Emergency Access (emergency stairs), and 2 Emergency Exits (emergency exit access); 1 in each lane of both lanes, Jakarta and Cikampek.  The Emergency Opening, which is equipped with an Emergency Access, has already been 100% completed.  PT JJC is currently building four Emergency Parking Bays as emergency stops for travelers which are projected to be available by March 2021.
